They are relying on CINN to bring the goodies



You got that right!
And CINN and EDGX both always seem to bring them the goodies; THAT is when the dilution comes in.
IMO, they get shares given to them by the company when the company wants to get funds from putting more shares into the OS count, and then CINN and EDGX start selling them hard, hitting the bid over and over and killing the share price.
