I would think so. After all, an effective registration statement would certainly be a material event, and the company is required to disclose material events. This particular registration statement has the potential to nearly triple the number of outstanding shares. I would think that shareholders are entitled to know if those shares have been approved for sale.

Do they announce when the SEC review is completed, or does the SEC post it?

I've just spent some time perusing the SEC site, and I do not see where they post it. However, it sure seems like common practice to announce it. Just Google "registration statement declared effective" and see how many companies actually do announce it.
