Not only does TECO have to deal with the bigs that want in and the penny stock gamers, it also has to deal with 3rd world politicians and bureaucrats.

Chances are that there's a pencil pusher or a petty bureaucrat who is miffed that Treaty did an end around on the announcement instead of leaving a briefcase full of unmarked bills under his desk and also so that he could hog the spotlight and take credit for approving the discovery. Now he wants to exercise his power and send a message after the genie is out of the bottle.

I have some drilling engineer friends who are sent around the world and asked to bring along tools and equipment in their luggage specifically so that the firm doesn't get their timeline thrown off by some crooked customs official (are there any other kind?) looking for the hundred dollar handshake.

It basically comes down to this, who are you going to believe, a 3rd world politician looking for a bribe or a US based company who is subject to our laws.
