Yes it is election year and they need $$$$$$$
As a politician you squeeze money where you can find it. This is not just with TECO this happens with every company with stock over there. If there is positive news and they can put a lid on it in order to get paid to take off the lid, they will do it. If they are very smart they would put the lid on, buy all the shares they can get, then get paid to take the lid off, and then get paid again by selling at high. I think I should move there and become a politician.
