What kind of man was Hoover prior to his presidency?. This was a tragedy on a massive scale, and many Russians living today remember and still give thanks for the life they would have otherwise not had. What great things this man accomplished for having a heart and being proactive.

What a contrast as to the president he could have been?. If he had taken the initiative to serve his own people during the Great Depression, and the WW1 veterans. Lots of people died from hunger, exposure, disease and lack of any medical treatment.
