I think you are misunderstanding. The DSL spectrum has always been from about 120kHz up to 30MHz. Below 120kHz is for POTS and ISDN. ADSL utilizes the band between 120kHz and about 1.1MHz. The spectrum above 1.1MHZ is for VDSL. Most VDSL technologies only use the first 12 MHz of that spectrum in pre-defined band-plans. However, the entire 30MHz spectrum has always (well, not always, but for years) been optional for non-standard use. The recent VDSL2 standard has simply standardized the use of the optional bandwidth.

The VDSL2 standard is the result of better utilization techniques for the optional available bandwidth. In other words, the faster technology came before the new standards.

Wouldn't it be fair to say that if the Embarq product is configured to utilize the increased bandwith and Mhz that its performance data would also improve?

No. There is no increased bandwidth. The 30MHz bandwidth has always been available.
