RE: pic. It sounds like you don't know much about construction/fabrication...jmha!

It looks like they are constructing the outer structure first...that's how you do it!

Then they can add an over head crane (if needed) and jib cranes for fabrication. AT my work we build pressure vestals and large fabrications weighing thousands of pounds and we just built another facility and that's the way did it.
