Marijuana will be legalized in America?
I would argue yes. 16 states have opened the door to Medical use. This year in Colarado the people will get a chance to vote to allow persons over the age of 21 to recreationaly use and it will be taxed and governed in a similar fashion to booze . HR 2306 was introduced in Congress in June of 2011. It is going to be legal at some point.

CBIS will go up this year?
I would argue yes. IMO around October or slightly sooner it will explode with speculators flooding in(as long as the polls show high support) hoping to get rich quick if the voters of Colorado pass their ballot initiative.

If you are trading this stock to make money TODAY, perhaps this isn't the symbol for you. But if you can leave out the emotion and look a the facts it sure seems like down the road (months maybe years)this industry will be BIG. IMHO
