Great question; so, I just did a quick search to see if it is possible, and found that perk testing can be done in winter if planned out in advanced.

The example above here is for a perk test, but the perk test that was done for this example wasn't for a dry stack but a sewer. I believe it is the same process to do a perk test for a dry stack.
