From what I can understand, heard and read on the single form filed by CPRK on msnmoney.com (internal filings section), shares were issued in abundance to pay for salaries to the CEO and probably also to finance the mill.
For all we know this thing was a well planned scam where a mill was going to be setup just with one ides- to convince people to invest more. 5.5 Billion shares issued is not a small number!
