ES1, I disagree with you. I have read that several times and believe he meant that they have sent it to the review committee, they have sent back their comments and corrections and now they are finalizing the final result to be published in the next 2-3 weeks. Only time will tell what he meant but I don't believe he meant at all that they are just finalizing their paper and have not submitted anything yet to begin the review process. We will soon find out one way or the other.
