The only time I have seen the certs go over 90 days is when the NIJ has an issue with the paperwork or materials. They are very clear about the finding that is delaying certification, so I can't imagine BORK wouldn't be aware of any issues and trying to correct them. I think if BORK was buying Kryron from Alcoa and it was a standardized version, the hurdles might be set a little lower. Making the materials yourself may rub some decision-maker the wrong way, IMO. If they have responded to any findings and satisfied any NIJ request, there really is nothing more to do than wait on the email saying you comply with the standards.
