I'll try and explain it slow -- Jeff did not know that the debt wraps were based off fraudulent debt(Not illegal). Joe on the other hand did know the debt wraps he was selling to common shareholders and making a ton of money off of were fraudulent (Very illegal).

It's really not hard to understand.
