If you look closely at the video, there are THREE people near the backhoe. Not counting whoever was working in the mill or at the mine, I saw the following

2 -- in the white Chevy Caprice, likely security
2 -- women walking to and from the temporary office/security shack
2 -- guys walking to and from the mill and the maintenance trucks
1 -- guy driving the red truck
3 -- workers near the backhoe
