Edit: That's less than 2 miles from where I live. I think I'll go buy and have a look. They say construction will begin immediately.

Construction, which will start Aug. 2, will create about 3,000 jobs. By the time the plant opens in late 2007, it will add about 1,000 high-paying manufacturing jobs to Intel's Chandler campus. The jobs for engineers, technicians and supervisors range in pay from $40,000 to $100,000 a year, said Tom Franz, vice president and general manager of fab/sort manufacturing for Intel.

The Legislature's passage in May of a bill to offer companies like Intel a new way to calculate their state income taxes. The so-called sales-tax factor bill allows companies to base their taxes mainly on their sales within the state, which is generally relatively low for high-tech firms whose products go outside the state and even the country.

The bill did not name Intel, but it was designed so that the formula goes into effect only if a company agrees to make at least $1 billion in new investment in the state. Now that Intel has pulled that trigger, all multistate companies with operations in Arizona will be able to choose between tax formulas.

The sales-tax bill was "a key part of the decision to locate here," Franz said.

The current sales-tax formula is based on a company's sales, property and payroll within Arizona. Business leaders said it penalizes companies like Intel that have expensive plants and high payrolls but sell little within the state. The new formula allows companies by 2009 to base 80 percent of their tax on sales.
