The cost of producing heavy oil is about $10/bbl. Suncor was able to scape by even during 1998-1999 when conventional crude approached $12. The pricing is plenty good enough but oil execs tend to be conservative when it comes to committing to big capital projects. It would make a lot more sense for the US government to subsidize Canadian heavy oil production then to blow billions trying to maintain friendly ME governments.
