It's called people shorting the stock. Once all of their shares are sold they won't have anything to short anymore. Then the true stockholders will dictate the price by placing higher prices on their asking price.

There are millionaires out there that can dictate the price of penny stocks, manipulate it's price, and cash in huge gains.
