That would not be considered insider information considering that the NT10K basically is filed to give them an extension in order to file it by the 13th. The filing basically is telling the sec that the filing will be submitted by the new deadline.

If on the other hand the CEO were to tell a select few that they would not meet the deadline filed with the sec that would equate to insider trading. A CEO reaffirming in private what they already made public is not insider info.... Thats like Larry Page holding meeting with Google investors telling them that their filing will be out on the date that it's due out.
