Yes, but they could sit there for years assuming they could fund dredging and never realize a profit. While that might work for them is does not do much for shareholders and then you have the risk of gambling as to what the commodity will be worth down the road. I think you are better off processing enough to fund operations and growth. Maybe set some aside for appreciation, but certainly not risk it all.
