Here is the link to where they said they would buy back shares.

The company realizes its capital structure is a mess (over 1 BILLION shares issued and outstanding) and he does NOT want to do a reverse split. It is his hope that with the cash flow from the BSNL relationship, he can do a buyback of stock instead.
