I worked for a manufacturer of different capital equipment and we closed numerous government contracts simply because our VP of Sales had a son who worked in procurement for the Department of Defense. Many times the government would state we were awarded the contract based on concept yet we had to meet design specifications provided to us from them -- made no sense. I found this out after the fact and it truly has nothing to do with lowest bidder, not a thing.
