"Meanwhile, we must enhance more and more the freedom space for business and economy. Every step in this direction is of vital importance. We have made great progress in the field of energy concessions and this is a unique case. There are signed 110 contracts on building 300 hydropower plants and works are underway on 73 of them. But, there are still a lot of opportunities ahead. We should target public-private partnership as an important mechanism to multiply investments, to mobilize the private capital in joint works with the government."
