I understand your thoughts and they are appreciated. I don't recall stating that a permit is or is not required; my bad if I had as I am not really sure one way or the other. I'll let the company or whoever is supporting them figure that out, but based on what the company has filed, they seem to be aware that they "might" need to obtain permits:
