Submission gives the stock a bump (but far less than most envision +/- .10 But it insulates IMGG for 9-18 months.

FDa will come back with questions. Dean will play dumb. Submit partial answers... a year or so down the road, Dean with withdraw the app to "fine tune" the app so as to "nail it down" this time or perhaps "incorporate updates and improvements to the submission"

Delay with no submission is fatal. Delay POST submission deflects the blame to the Bureaucratic/incompetetent/political/corrupt FDA

Submitting opens up a whole world full of games and excuses. Not submitting places the bullseye of blame on Dean and the DVIS
