Been gone all day, will be buying again tomorrow and Monday.

Just read the entire DOT document, nothing I see is bad news. If the DOT was not considering approval, they would not be asking for clarifications and just issue a denial. These are just a little delay. This is much, much better than seeing a denial today. Once these items are clarified, an approval should be forthcoming. IMO
