LONDON—European stock markets were mostly lower Tuesday as fears over debt continued to affect confidence. Concerns over possible ratings downgrades and the absence of a lender of last resort in the shape of the European Central Bank is weighing on risk appetite, said Lloyds Bank Corporate Markets. "Market participants would be unwilling to put on massive risk in a low-liquidity environment near to year-end," it added.
