I called my Scottrade and the broker said THRA is under a Global Lock and the reason other companies may be trading it is that they are willing to pay the fines that they will be getting for continuing to trade it.

He said that as soon as the DTC gets the required info or whatever from THRA, that they will determine when it can be released for trading and notify Scottrade that it has been cleared for trading.
