Agreed. No country should have to. When I worked for Exxon many moons ago, I use to sit in presentations all the time on these type of subjects. I can tell you that the big oil companies don't need governments to control their emissions....the market will and the desire to make money...hence the enclosed. Besides oil will run out before long...
