I would not think it is drill pipe. My experienced guess is that this is the final casing cutoff after TD and cement. I have done that many times and then come back in after the rig is off the hole to put the tree on. PS. Cement is not mixed by the bag in most cases. The bags you are seeing are more than likely Bentonite. That is a clay that is used to increase the viscosity of the fluid used to drill the hole.
