FINRA did not process the BCIT Energy Source name change.

That is correct and guess what like the infamous clerical error by NASDAQ/FINRA nobody in that organisation seems to know why.

The long and the short of it those amazing people at the SEC revoked a company (Energy Source) that did not exist.

They do not revoke BCIT and there is no legal reason why it should not trade.
