dont mistake consolidation with strength...you want to talk charts?..look at the end of last dec to mid feb....theres consolidation there around .10...but what happens next?..correct.. a drop to .06...consolidation/strength?...nope..
now look at mid aug to mid nov...consolidation around .10 again....but happens after that?..consistently below .10 with a couple drops to low .08...consolidation/strength?...nope..
the stock has had some nice pops in the last year..thats what made it a decent trading stock...but it is ending the year where it started (or perhaps lower than where it started)...this is not strength...this is stagnation...when a stock comes out with news during the year that was supposedly great, it is expected that the pps should increase and retain some of that increase...when news comes out that many were desperately hoping for and caused many to claim that the ship was now leaving the dock and ends up being a complete dud, that is not strength..
supposed great news doesnt move the stock much and it holds none of its gains...heck in the case of the recent great pr, kblb cant seem to even hold the pps that it had before the news came out...stength??...

you are thinking about this stability issue way too hard....to put it simply, most investors would like the pps to rise...preferably higher than where they bought...that is the objective...

yes of course there are other stocks that can be traded quite profitably..and no, it takes a little more than seconds to find one...but what was your point?..
