Very very VERY cheap way to "advertise" to people that haven't subscribed to the entire network yet. More exposure. Create more demand. A way for people to sample before committing to the full subscription.

Could be they just paid the measely cash it costs to get on POD so they could shut up the restless investors and PR something, as well as show that they followed up on something for a change.

Maybe a way to reach areas and people that won't be able to see QTN on the carrier(s) they have and doing so on POD will drum up request to their local carriers and generate incentive for THOSE carriers to hop on board.

ETC ETC ETC.

Or, of course, maybe they have jack squat. The fun is in the wondering. Makes the reward that much more sweet when they DO kick ass and shine!!!
