I've done it a few times, but not recently. I tend to paint the ask when it's clear that someone's trying to paint the bid in an effort to close us lower. And I don't buy that someone would legitimately want to sell, say, 100 shares at .014. Today is different, though. Seems like someone really wants out, and is willing to get rid of 25k shares at .014. I'm assuming it's retail, as I've seen no indication that we should expect dilution anytime soon. Also don't see how this could be weird MM behavior. Just think we have a big seller. Hopefully it's thinning out the big ask blocks we had recently.
