People do it all the time with even penny stocks as insane as that sound. Thing is if you own enough to pump it up your surely own enough to dump it and therefore the risk is minimal to the manipulators. Kat was a good example with a very high short and one MM dumping well over a hundred million shares over about 5 months. They just walked it down.
