Thanks for that. I was also there before, during and after the war and my first time in SL was in 1975.
There are loopeholes in the mining licences and yes if you have a dredge licence you can have several dredges as the dredges dont have serial numbers or identification plates.
You are correct, the important thing is the relationship with the chiefs as local mining monitors and oficials have more loyalty to chiefs than they have to government.
