my opinion is the PR announced no meaningful information other then "we've done something"

I think that you are exactly correct.
The PR had very little effect because most investors and traders thought exactly as you did.
In order to appreciate the true import of this announcement one had to be well informed about the science behind this stock and have a modest level of understanding of that science.
Despite posts on this board (not seen by the masses) there is very little of that informed understanding among the investing community.
If you follow this board, that might be your "edge".
