New orders are dependent on closing, finalizing contracts, etc. It's out of their hands.
NIJ is dependent on a bureaucracy to process, stamp, approve, etc. It's out of their hands.
But finalizing the Caveat is COMPLETELY in their hands. All they have to do is do the numbers and send it over to OTC. There's no reason why this shouldn't be done by now...there's nothing standing in their way except their own choice to leave it incomplete for now...for whatever reason.
The caveat can and should be done immediately, that would be a sign that there's a pulse over there, and that the other things can be expected when they're done.
No excuse for the caveat not being done by now. Period.
