Nah, That legislation was rather wisely dropped. But that was the concept, a small tax on the consumer to help market "Christmas Trees". A little publicicty rightly put a end to thi sproposed tax.
On the other hand, the EPA, has received rather poor publicity lately, being rather heavy handed in some of their regulations, thus creating a backlash against almost all EPA regulations.

I am not up to speed on the cement industry mercury ruling the EPA has proposed, is it really being fought by the cement industry, or do they just want more time to comply with it?
