Something almost identical to this has already been done. The movie is called called Boiler Room. Though unlike the real MDMN PUMP-AND-DUMP scam, the promoters pushing the PUMP-AND-DUMP stock scam in the movie get busted by the FBI.

Interestingly, the movie is based on the real life experiences of its writer, Jordan Belfort, who did spend time in jail for running PUMP-AND-DUMP scams like MDMN:
