Incompetence paired with random chance doesn't create precisely patterned, repetitive, and highly predictable results. They can't and they don't... by themselves.

What you see here isn't close to "random" in nature, rather than very precise... clearly very intentional... and it isn't, and can't possibly be a result of incompetence rather than the result of very careful planning.

Some of what you see is "counter-intuitive" if only for those who aren't paying attention... who might miss things that matter as a result. If you assume good will exists where it does not ? If you assume everyone seeks their benefits in "success"... rather than expecting some will seek to benefit themselves from generating failure for others ?

What you see here now WAS highly predictable, and it WAS predicted... precisely... this not being the first cycle through which an astute observers predictions would have been borne out... which is why it isn't in the least bit surprising to see any bit of what's happening now.
