Dear Shareholders of BCLE,

First let me thank you for your patience and understanding during this rebuilding process of BCLE.
We know you have many questions and have not been able to get answers about the company as well as our classification with the pink sheets. Fundraising has been difficult in the past year with the economy and the constant changing of rules in the marketplace making it tougher to even deposit a stock like ours.

We have been doing our best to keep up and build the company back up, as you will see in our preliminary information statement. We are fairly close to being able to file a new statement online with the pink sheets once it is finished, thus changing our status with the pink sheets. We are posting this statement now to keep you informed and as well as any potential investor who may want to see what we are up to. As you will see we have been quite busy and we are looking forward to building on what we have done and accomplish more-and again we thank you for standing with us as we do.
