This is very good news to regular traders. part of what I believe to be massive manipulation. Now, if they can only get the uptick rule back and shut down the HFT's. In simplistic terms, fundementals, technicals, and supply and demand should rule the markets. Until the UBS's are brought under control us little guys are at a major disadvantage.
