The use of the word MUST (Must be Filed) means something that is supposed to Happen, but yet has not taken place

The use of the past tense word ARE (Have been Filed) means that something has been done or is now being done.

Ie: They are working at the store verus They must be at the store.

They are=For Sure? They must=They are supposed to and might not?
