Chinese are no dummies. They will not give away the farm (the know-how).
I think that they will build the separation plant themselves, get the monazite from the titanium miners for a song and if GWG is very nice to them, they might even buy it from SKK.

If GWG is nice to them they might sell Dy and Neo to GWG.
