On the other hand though to say 10-15 says he may already have an investor(s) lined up to buy these franchises. Why would he say that many unless there were already people in line or in talks with him?

I think he may be growing a little fast but at least he won't be doing it with solely share holders money. He'll have outside investors looking to buy franchises.
