Checked my notes from a caller to the DEC back in September -- one of the tests in the stack test used automobile plastic waste. So either the DEC referred to waste plastic as "virgin plastic" or made an error. You decide. Either way the stack test did indeed consist of JBII waste plastic feedstock -- not brand new plastic.

Though I grant it's possible that they set the limits based on 1,000 lbs/hour and maybe decided double that rate was fine due to....whatever. Or, perhaps more likely, it was based on the 3rd test not mentioned in the permit but can be easily confirmed consisting of automobile waste plastic by picking up the phone and calling the NYSDEC.
