I spoke of that qoute by JB when I posted the video on IHUB after the grand opening. Nobody seemed to discuss it or say anything about it at the time. I agree with you though...it is very interesting that he mentioned about getting another facility for the vehicle division.
On another note, The Department of Homeland Security is much larger then just border protection. The DHS was formed after 9/11 and is considered a cabinet agency that absorbed many other federal agencies to help with communication.

Should give you a good basis of the agencies that are part of DHS and what their function is. The border patrol is just one of the MANY agencies within.
Finally, since someone is interested in the vehicle armor...according to a source of mine Bourque had been talking to a armored vehicle company called "lenco". Look them up on google. They make armored vehicles called a "bearcat" and are supposedly used nationwide for many tactical teams. Again from what I heard they were only "talking"...and I know nothing more so don't take it as a contract has been signed or anything like that.
