It IS fully tradable right now. How many times do we need to post the same information before you read it. Again, the quick version:
Certain clearing houses are not dealing in penny stocks any more. You happen to be using one of them. You can trade CGFIA all you want through any self clearing broker like Scottrade.
This must have been posted at least a couple of dozen times since you started posting on this board. It was in the "Sticky Posts" at the top of the page for months.
Look and you will find the complete information, not just your interpretation of the half truths you seem to want to hold on to.

Don't take my word for it, Do your own research! Then you will know it's true!
