Well, I know that originally Paperny filmed 13 episodes for season 1. They were then commissioned by Rogers to film an additional 3 episodes for a total of 16.

I thought I had already read that season 2 would be an additional 16 episodes but I could be wrong about that...

Your theory could work... But, I almost want to think that they are filming commercials for the show, which will be aired in the US... JMO though.
