You cash tender those shares at like $1.50 a share. Brokers will either have to buyback their positions or else be open to civil litigation.

That creates an actual loss versus potential loss.

That opens the door to lawsuits against brokers and it allows people to bypass the arbitration agreements you agreed to when you opened your account.
